Economic Rescue Package

I want to take a few moments and bring you up to date on the recent activities in Washington surrounding the economic rescue/bailout plan which was defeated on the House floor yesterday.

America's economy is facing serious problems. The ongoing financial and credit crisis threaten the underlying health of our economy. It threatens growth and it threatens jobs.

I've spoken with many economists and many business leaders. All agree something has to be done.

The Bush administration's first proposal was for an unfettered $700 billion dollar bailout of the financial industry. I found this unprecedented government expansion with no oversight and 100% of the burden placed on the taxpayers to be unacceptable and began working on an alternative.

I proposed several changes:

  1. An insurance guarantee program similar to existing government
    programs. The insurance would require Wall Street to pay its fair share and
    lessen the burden on the taxpayers.
  2. Limits on CEO compensation and "Golden Parachutes" for companies
    benefiting from the government bailout.
  3. An oversight committee to ensure the rescue program is run fairly and the taxpayers are protected.
  4. Market reforms including suspension of the "mark to market rule" of accounting and stopping "naked short selling" of stocks.

As the negotiations progressed, some, but not all of my ideas were included in the final bill. Yesterday, the bi-partisan leadership in the House brought a compromise bill to the floor. The bill included my insurance proposal as an option along with a loan program and Secretary Paulsen’s plan to purchase troubled assets. The bill also included the oversight committee and a five year timetable to try and recoup some of the tax payers’ money.

The compromise still authorized between $350 billion and $700 billion to purchase bad debt. But the pork-barrel earmarks, including money going to special interests were eliminated.

While I am angry that we find ourselves in this situation, and the bill has many faults, I believe the price of inaction is unacceptable. Our economy, our jobs, our communities and our families are all at risk.

So, yesterday I voted for the compromise economic rescue package.

As you know, the bill failed and we are witnessing the consequences in the market now.

What I am working on now is finding common ground to fix this problem.

The consequences of inaction are real and Congress must act. 401(k) plans, 529 college savings plans, IRA's and other retirement accounts, and thousands if not millions of jobs hang in the balance. I applaud Speaker Pelosi for having called Congress back to Washington on Thursday to work on a plan which will have the necessary votes to pass and bring about calm to our markets and allow our economy to stabilize.

Please know that I am working hard to protect the tax payers and solve this economic crisis. I will try and keep you abreast of developments as they occur.

“No Energy” Energy Bill Passed by House Democrats

House Democrats are up to old Washington tricks. It began five weeks ago when they adjourned Congress without allowing serious debate on rising energy prices. Yesterday, they passed their “energy bill” that had billions of dollars in earmarks but no actual new American energy production in it! These political tactics only succeed in hurting the American people.

I rose yesterday on the House floor and spoke about the complete ridiculousness of this bill. Specifically, I called a Point of Order to challenge a $1.2 billion earmark that Rep. Charlie Rangel (D-NY) inserted for his district in New York City – an earmark that produces no new energy, yet still manages to raise your taxes. In another example of shady tactics, he added this tax-payer funded earmark without any notification to House Members and virtually no time to discuss it on the House floor.

House Democrats have neglected their responsibility to pass a comprehensive energy plan. They have offered no solutions to lower gas prices and have ignored the “all-of-the-above” proposals by House Republicans. Nonetheless, I will continue to fight to get Congress to work for the American people and pass meaningful legislation based on common-sense solutions. I spoke about energy and the economy last night on MSNBC with David Gregory.

The election is right around the corner!

It is hard to believe, but we have less than two months until the election! As I’ve traveled around the district, I am encouraged by the energy and enthusiasm that Virginians have for my re-election campaign. I believe that we have the momentum to win this November. In order for us to be successful, I have two favors to ask of you.

First, in September, we would like to get yard signs in the yards of all of our supporters across the 7th district. Yard signs are the most visible way to get the word out about the election and to show your support for my campaign, and I would appreciate it if you would agree to display a sign in your yard.

Second, I am also asking for your help with our “Neighbor to Neighbor” program. If you agree to participate, we will send you postcards that you can mail to your family, friends, and neighbors, letting them know that Election Day is November 4th, and that you hope that they will join you in supporting my campaign for re-election. I depend on your help in getting the word out about the upcoming election, and the personal touch that these postcards provide is invaluable.

Middle Class Bill of Rights

Today I attended the Conservative Bloggers’ Briefing at the Heritage Foundation to unveil policies that are important to me. They are collectively called the Middle Class Bill of Rights. I believe that it is time to recognize the hard-work and sacrifice that so many Americans endure in paying taxes, fighting for our country and contributing to the overall well-being of our society. The six pillars of the Middle Class Bill of Rights aim to:

  • Bring down gas prices
  • Bring down the cost of food
  • Make paychecks go further
  • More jobs and safer retirements
  • Health care coverage for families
  • Simple, honest and fair tax code

I intend to campaign intensely for the passing of this crucial bill so keep an eye out for more news and events on this topic.

Joining me at the Heritage Foundation today was John Fund, editor of the Wall Street Journal. John had an interesting take on the upcoming election based on his new book “Stealing Elections: How Voter Fraud Threatens Our Democracy.” You can read more about it on The Foundry – the Heritage Foundation Blog.

Also, in local news, Richmond-based Altria announced today its plans to acquire UST Inc., the top producer of smokeless tobacco and famous for its Skoal and Copenhagen brands.
